For more than 30 years, the Centre d’appréciation du personnel de la police (CAPP) has been offering specialized services for staff evaluation related to public safety, for hiring as well as for promotions or transfers.

In the past years, the staff of the CAPP has developed several instruments to evaluate police clientele. They can combine those instruments in order to meet your needs, whether it is to establish an eligibility list, staff a specialized function, target potential relief candidates, or validate some aspects of your internal process.


Knowledge examination

Knowledge examinations allow evaluating the main fields of legal or methodological knowledge to a function. The results are subject to an ongoing statistical validation and content experts contribute to the updates of the questions related to evaluated knowledge. The number of questions and fields of knowledge vary according to the evaluated function. The use of this instrument contributes to update the knowledge of candidates when preparing for the exam, and ensures the sufficient knowledge mastery required to perform the functions.

A basis rate applies to regular examinations (Patrol Officers, Investigators level one Supervisors in policing and investigations. Professional fees, which will be previously provided in an estimate, will be added to the basis rate for examinations of other functions requiring adaptations or updates of the exams.


Psychometric evaluation

Psychometric tests allow evaluating several characteristics of the candidates that would be difficult to assess with other instruments. Whether it is to evaluate their personality, values, stress or conflict management styles, cognitive abilities or reasoning mode, the CAPP allows you to compare the results of your candidates with the results of a representative sample of Quebec’s police community.

For each evaluation, a detailed report allows the manager to rapidly grab the main positive factors and the awareness points revealed by those tests with regard to the evaluated function.

Three types of evaluations are offered to which are added the complete evaluation of management potential:

BASIC PSYCHOMETRIC EVALUATION: This evaluation targets the main personality elements, as well as the judgement and learning capacities, which are grouped with useful skills that are necessary for the evaluated function.

EVALUATION OF SPECIALIZED FUNCTIONS Task Force Agents to containment or infiltration team require specific qualities in order to perform successfully this kind of work. Specific psychometric tests are added to the basis evaluation in order to estimate the presence of those characteristics in the candidate. The results allow the manager to see if the candidates have the required qualities or characteristics that are not compatible with this type of function. A synthesis report allows the manager to lead the people towards training or other steps of the process.

MANAGEMENT POTENTIAL PSYCHOMETRIC EVALUATION Further to the basis elements other factors such as conflict or stress management styles, or the candidates’ values are asessed. A detailed report integrates this information to the competencies required to the level of management targeted by the evaluated function.

PSYCHOMETRIC EVALUATION OF MANAGEMENT SKILLS Further to the basic tests, the candidate will be interviewed by a psychologist in order to validate the results so far and assess other competencies which are difficult to assess through psychometric tests. A detailed report integrates this information to the competencies required to the level of management targeted by the evaluated function, allowing the manager to easily grab the main positive and negative elements linked to the position or grade that is being assessed.

Assessment by simulation (AS)

Assessment by simulation is one of the best evaluation instruments (valid and consistent). The Centre d’appréciation du personnel de la police has developed a real expertise in the use of this method. An evaluation session is usually made of two interactive exercises with professional actors and two written exercises allowing the evaluation of the main dimensions required for the function.

Two accredited evaluators, trained to the method developed by the CAPPS and coming from the police community join an administrator of the Service to judge by consensus, the candidates’ observed behaviours. A report presents the main elements that were observed and situates the candidates in quantitative and qualitative terms, according to the demonstrated abilities which are required for the function.

ASSESSMENT BY SIMULATION The assessment by simulation (AS) usually evaluates 7 aspects grouped in interpersonal, cognitive and management skills. This assessment by simulation applies to Investigators and level one Supervisors in policing and investigations. .

ASSESSMENT BY SIMULATION FOR SPECIALIZED AND MANAGEMENT FUNCTIONS When the exercises require updates or adaptations, professional fees are added to the basis rate. An estimation is supplied on demand.

THE PREPARATION GUIDE to the Assessment Process (AP) is for anyone working in the police and public safety field and for whom the best tool to obtain a promotion or a transfer is the AP. This guide has been developed by the Centre d’appréciation du personnel de la police (CAPP) of École nationale de police du Québec in order to help the candidates to:

  • Better understand the Assessment by Simulation method;
  • Better master the evaluation criteria;
  • Prepare for a day of evaluation;
  • Be at the top of their proficiencies on the evaluation day;
  • Overcome the main difficulties met by the candidates

Structured interview

CAPP offers several modalities regarding structured interview for selection. Our interviews are mainly based on two established methods: situation scenarios and behaviour description questions. Other methods can be used to enrich the interview in order to better assess targeted aspects.

CAPP can help you in the elaboration of a selection process and lead it , including the interview as an instrument. Our staff can either conduct individual interviews or lead the evaluation committee during the interviews.

The interview focus on several aspects, (between 4 and 9) grouped in interpersonal, cognitive and management skills. A basis rate applies for candidates to Investigators and level one Supervisors in policing and investigations, level one positions.

In cases where the evaluation requires a committee, other fees are added. For other functions and other contexts, this service is invoiced on professional fee basis according to an estimate previously provided.


Consultant service

The expertise built over the past years enables the CAPP’s personnel to meet several needs linked to the evaluations in the public safety field such as:

  • Support you in the tasks analysis of the evaluated function and in the identification of the main required competencies;
  • Advise you in the choice of instruments to use for the evaluation;
  • Suggest methods to implement valid and efficient evaluation processes;
  • Support you with the development of collective agreement provisions regarding promotions and transfers;
  • Present at an information session on examination preparation;
  • Be a witness for police officer’s evaluation in administrative or criminal court;
  • Identify, by analysing the results of exams, the skills to be developed by human resources development programs.

This service is invoiced on a professional fee basis according to an estimate previously provided.
