Training Program on Interventions with Sexually Exploited Minors

Program

The training program derives from the recommendations of the Special Commission on the Sexual Exploitation of Minors, emphasizing that this phenomenon, with its difficult-to-understand forms, is growing and is prevalent throughout Quebec. Offered free of charge, the training program is being developed with the financial support of the Ministry of Public Security (MSP) and in collaboration with the Escouade intégrée de lutte contre le proxénétisme (EILP), the Child Sexual Exploitation on the Internet unit (ESEI) and the Directeur des poursuites criminelles et pénales (DPCP).

Objectives

The online training program consists of six free, self-contained capsules addressing various issues related to sexual exploitation, notably the commodification of sexual activity and child sexual abuse and exploitation material (CSAM*). 

Each 35-minute segment addresses a distinct topic aimed at raising awareness among patrol officers and investigators about:

  • The realities experienced by minor victims of sexual exploitation;
  • Schemes used by pimps to recruit, manipulate and control victims;
  • The immediate and long-term consequences of these practices on the victims.

Upon completion of the program, patrol officers and investigators will have a better understanding of the Criminal Code as it relates to sexual exploitation. They will have deepened their knowledge of the laws related to pimping, human trafficking and the commodification of sexual activity, which will allow them to optimize the gathering of information and build strong files. They will be better equipped to understand the specific needs of victims and witnesses in order to better support them.

Commodification of Sexual Activity


Capsule on the introduction to offences [2024]

Objectives :

  • To inform participants about the offences related to procuring and human trafficking.
  • To help them understand the specific characteristics of victims so that they can provide support adapted to their needs.


Capsule on the familiarization with the constituent elements of offences related to the commodification of sexual activities and the opening of an investigation [2025]

Objectives:

  • To enable participants to recognize and master the key elements of offences related to procuring and human trafficking.
  • To equip them with the necessary skills and knowledge to initiate and conduct investigations into offences involving the commodification of sexual activities.


Capsule on raising awareness about the experiences of minor victims of the commodification of sexual activities and their needs for support and guidance [2026]

Objectives:

  • To inform and raise awareness among participants about the diversity of life experiences, the realities faced by minor victims of sexual exploitation, and the associated factors of vulnerability.
  • To equip participants to adapt their interventions to the needs of minor victims throughout the investigative steps and legal process.

Child sexual abuse and exploitation material (CSAM)


Capsule on the introduction to offences related to child pornography and luring [2024]

Objectives:

  • To inform participants about offences related to child pornography and luring, enabling them to support victims according to their needs
  • To inform them of the available support resources so that they can properly initiate the investigation.


Capsule on information about the opening of an investigation related to child sexual abuse material (CSAM) [2025]

Objectives:

  • To teach participants how to properly initiate investigations as a patrol officer.
  • To help them recognize, identify and understand the various types of offences.


Capsule on information about the continuation of an investigation into CSAM-related offences [2026]

Objectives:

  • To equip investigators to properly take charge of investigations into CSAM-related offences.
  • To equip investigators to provide support to W-C-V that is adapted to their needs and the specific context of this type of investigation.

Clients

The training program is aimed at: 

  • Patrol officers,
  • Station investigators,
  • ENPQ students in the Basic Training Program in Police Patrolling. 

Access and Distribution

The six training modules are available free of charge on the Moodle learning platform. To access them, you must log in to your user account.

The ENPQ does not follow up with organizations; these online training sessions are not included in the transcript. The capsules do not replace the CRI-010-29 – Investigation of Crimes of a Sexual Nature training course.
