Refresher Day - Racial and Social Profiling, Commitment and Mobilization BACKGROUND

 

Background

As part of the Together, We Are Québec: Immigration, Participation and Inclusion Action Strategy 2016-2021 (the Strategy), the Ministère de la Sécurité publique (MSP) and École nationale de police du Québec (ENPQ) committed to promoting the dissemination and sharing of knowledge on the phenomenon of racial and social profiling. 

The organization of a refresher day to update knowledge on this subject is in line with this measure and in continuity with the work of the police sectoral committee on social and racial profiling. The issue of racial and social profiling is still very topical. It goes far beyond the boundaries of media coverage and concerns several stakeholders.  

Sociodemographic changes, apparent throughout Québec, are demanding responses from police officers adapted to Quebecers’ needs to ensure the maintenance of quality relations based on trust and mutual respect between individuals and police officers. 

Over the years, several initiatives to raise awareness, provide training and take charge of racial and social profiling situations have been implemented by several Québec police organizations. In support of the police organizations’ responsibilities, the Ministère de la Sécurité publique has proposed the Racial and Social Profiling Prevention, Detection, and Intervention Guide to the managers of Québec police services. 

Objectives

  • Raise the participants’ (managers) awareness of current racial and social profiling issues.  
  • Update participant’s knowledge of racial profiling and social profiling through definitions and illustrations.
  • Address strategic, operational and media issues.
  • Highlight effective practices, directives, plans and programs (including partner and community contributions).

Target audience

Policing community:

  • Police forces (municipal, First Nations/Inuit)
  • First- and second -level managers (including sergeants)
  • Officers in specific roles (liaison officers, mediators, sponsors, officers involved in peer services, etc.)
