Competencies or Objectives

The objectives of this online training program are as follows:

  • To inform and raise awareness among participants about:
    • the realities faced by minor victims of sexual exploitation;
    • the tactics used by pimps to recruit, manipulate and control minor victims; and
    • the immediate and long-term consequences of sexual exploitation practices (e.g., child pornography, luring, prostitution and human trafficking) on minor victims.
  • To help participants understand the latest amendments to the Criminal Code pertaining to sexual exploitation.
  • To teach them how to initiate an investigative process properly as a patrol officer.
  • To teach them how to take charge of an investigative process as an investigator.

These capsules do not serve as a substitute for the training course, Investigation of Crimes of a Sexual Nature [CRI-010-29].

Content

This online training program on interventions with sexually exploited minorscomprises six activities. 

 

Commodification of Sexual Activity

 

Capsule on the introduction to offences

Duration: 35 minutes

Objectives:

  • To inform participants about the offences related to procuring and human trafficking.
  • To help them understand the specific characteristics of victims so that they can provide support adapted to their needs.

This training will enable participants to:

  • Recognize, identify and understand the various types of offences.
  • Recognize the specific characteristics (indicators) of victims.
  • Identify the indicators of situations involving procuring and human trafficking.
  • Use the available resources and tools.

 

Capsule on the familiarization with the constituent elements of offences related to the commodification of sexual activities and the opening of an investigation

Duration: 35 minutes

Objectives:

  • To enable participants to recognize and master the key elements of offences related to procuring and human trafficking.
  • To equip them with the necessary skills and knowledge to initiate and conduct investigations into offences involving the commodification of sexual activities.

This training will enable participants to:

  • Identify, understand and master the constituent elements of offences as described by the victim.
  • Acquire the necessary tools to facilitate their intervention with the victim in relation to the search for evidence.
  • Identify, collect and properly preserve evidence.
  • Familiarize themselves with the specific characteristics and importance of investigative procedures for offences of obstruction and failure to comply with a condition related to an investigation into the commodification of sexual activities.

 

Capsule on raising awareness about the experiences of minor victims of the commodification of sexual activities and their needs for support and guidance

 

Duration: 35 minutes

Objectives:

  • To inform and raise awareness among participants about the diversity of life experiences, the realities faced by minor victims of sexual exploitation, and the associated factors of vulnerability.
  • To equip participants to adapt their interventions to the needs of minor victims throughout the investigative steps and legal process.

This training will enable participants to:

  • Become familiar with the various contexts in which the commodification of sexual activities and the trafficking of minors take place.
  • Deepen their understanding of the constituent elements of offences related to the commodification of sexual activities and the trafficking of minors.
  • Become familiar with the realities experienced by minor victims:
  • overview of the situation in Quebec
  • minor victim’s path of entry into sexual exploitation
  • pimps
  • recruitment sites
  • vulnerability factors of at-risk youth
  • pimp’s control over minor victims
  • clients
  • substance use
  • manipulation
  • consequences for minor victims
  • difficulties escaping the commodification of sexual activity
  • window of opportunity for intervention
  • survivor’s resilience
  • Familiarize themselves with the appropriate attitudes to adopt when interacting with minor victims.
  • Familiarize themselves with the support and protection of minor victims throughout the investigative steps and judicial process.

 

Child Sexual Abuse Material (previously known as child pornography)

 

Capsule on the introduction to offences related to child pornography and luring

Duration: 35 minutes

Objectives:

  • To inform participants about offences related to child pornography and luring, enabling them to support victims according to their needs.
  • To inform them of the available support resources so that they can properly initiate the investigation.

This training will enable participants to:

  • Recognize, identify and understand the various types of offences.
  • Initiate an investigation case correctly.
  • Use the available resources and tools.
  • Support victims according to their needs.

 

Capsule on information about the opening of an investigation related to child sexual abuse material (CSAM) 

Duration: 35 minutes

Objectives:

  • To teach participants how to properly initiate investigations as a patrol officer.
  • To help them recognize, identify and understand the various types of offences.

This training will enable participants to:

  • Learn about the available support resources to help them properly initiate investigations into CSAM-related offences (Bill C-291).
  • Support witnesses, complainants and victims (W-C-V) according to their needs.

 

Capsule on information about the continuation of an investigation into CSAM-related offences

Duration: 35 minutes

Objectives:

  • To equip investigators to properly take charge of investigations into CSAM-related offences.
  • To equip investigators to provide support to W-C-V that is adapted to their needs and the specific context of this type of investigation.

This activity enables participants to familiarize themselves with the following:

  • prioritizing investigative steps for CSAM-related offences,
  • seizing and analyzing computer equipment containing CSAM,
  • planning and carrying out a search for CSAM,
  • providing support adapted to the W-C-V’s needs and the specific context of this type of investigation,
  • carrying out interventions with children who are victims of sexual exploitation,
  • arresting and interviewing a suspect,
  • appearing in court and releasing a person charged with CSAM-related offences.

This course is available free of charge on the ENPQ's digital learning environment (Moodle) for all police officers in Quebec.
